Through the Korean War and into the 1960s, the United States and the Soviet Union led the clash between the conflicting ideologies of capitalism and communism, with South Korea opting for capitalism due to the influence of the U.S. On January 13, 1962, the South Korean government announced the First Five Year Economic Development Plan (1962-1966), which focused on increasing exports, improving agricultural production, securing stable energy resources to promote industrialization, expanding key industries and social overhead capital, and developing technology to cope with low productivity. This was followed by the Second Five Year Economic Development Plan in 1966 and the Third Five Year Economic Development Plan in 1970, which made the economic renaissance known as the “Miracle on the Han River” possible.
